First Amendment Permitting Process

Hartsfield-Jackson Atlanta International Airport (“Airport” or “ATL”) fully respects the rights afforded under the First Amendment for people to express opinions on issues. To ensure the efficiency of Airport operations and the security of ATL passengers, guests, employees, and partners, First Amendment activities such as solicitation, distribution of literature, demonstrations, and picketing require a permit or prior registration to engage in such activities in certain designated areas of the Airport.  Only individuals or groups with valid permits or proper registrations will be allowed to engage in First Amendment activities on Airport property. Registration and permits for First Amendment activities are granted on the Aviation General Manager’s ability to ensure an orderly functioning Airport and the safety and welfare of individuals on Airport property.

ATL’s goal is to maintain safe and secure operations 24 hours per day, seven days per week; all activities must be conducted peacefully and orderly without hindrance or interference. As a result, in addition to the required permit or registration, First Amendment activity requests must be submitted timely prior to the proposed activity and are restricted to certain locations on Airport property as set forth and enforced under the authority granted by the Aviation General Manager.

Before applying for a permit or submitting a registration form, please review the applicable City Code regarding First Amendment activities (Article III, Chapter 22, Aviation of the City of Atlanta Code of Ordinances) and the map of locations where activities are permitted:
